New Tutorial: Internet Connectivity with Sockets and Addresses

Description

Write a tutorial introducing Tango Sockets, general network connectivity features, and such. Include a primer detailing how sockets work. Some introductory network theory would also be helpful.

i've edited http://www.dsource.org/projects/tango/wiki/TutInternetConnectivity Please let me know if it's enough and if i can close this ticket. I would like to add the same examples to the api, can i submit a patch ?

I think this is a good enough start :) I'll try to go over it for some minor style changes later.

And please submit API doc patches.
