New Tutorial: argument handling using ArgParser

Description

Create a tutorial that shows how to use argument handling by using the tango.text.ArgParser class.

A start is already available (using Mango) at larsivi's blog.

The tutorial is converted to Tango, but needs to be changed somewhat based on the comments available.
