For some reason the html file is not getting rendered as html, unless you download it and open it up somewhere else (edit: fixed now, thanks jcc7). Maybe I should make a PDF as well, if I can figure that out.

Anyway, anything regarding the design document should go in this thread here.

This looks like the same problem that affected Mango. The solution should be to do something like this with the command-line version of Subversion (replace my pretend directories with your actual directories):
