You'll find it in the usual place: http://svn.dsource.org/svn/projects/mango/downloads/

- The file functions are now unicode enabled
- Uri should now be compatible with IRI (with Utf8 encoding)
- First half of the ICU wrappers are in place

Note that the ICU wrappers do not operate on linux as yet (see page 2 of ICU topic).

I should point out that the ICU DLLs will need to be in a place where they can be found by the OS. The DLLs can be downloaded from here: http://oss.software.ibm.com/icu/download/3.0/index.html
