Is it possible to generate Universal applications on MacOSX with D? Or is it at least possible to compile x86 binaries under a PPC based Mac and vice-versa?

Yes, GDC and GDB supports Universal Binaries (with all four possibilities:
PowerPC on PowerPC, Intel on PowerPC, Intel on Intel, PowerPC on Intel)
